School Reentry Information

Beginning October 5, PreK through 5^th grade students will attend school Monday, Tuesday, Thursday, and Friday. Wednesday will be a remote learning day for all students. Middle and high school grades will continue following the AA/BB schedule. Remote-only instruction is optional for all families.

Volunteer Opportunity

Volunteers are needed for daily student health screening, riding school buses, and directing students around school buildings in the morning and afternoon. To sign up, complete the registration on the JCPS volunteer tracker.

General Information

Which one of Governor Cooper's plans will JCPS follow? [New 7/29]
- JCPS will follow the direction of Governor Cooper and NCDHHS regarding school re-opening plans. During the July 29 Board of Education meeting, the school board chose to adopt a "Phased Plan B" in which certain populations of students will be permitted to be in buildings at certain times. A remote-only instruction option is also available for families if they so choose.
Will the school day start at 8:00 AM?
- Depending on enrollment and the number of students riding buses, school start times will most likely be staggered to serve students at multiple schools. More information will be available prior to school opening in August.
Will Pre-Kindergarten students attend school every day? [Updated 7/29]
- Pre-Kindergarten students will attend school following an AA, remote day, BB schedule. If required to move into a remote-only status, JCPS would follow all guidance set forth by NCDHHS, NCDCDEE, and NCDPI.
Will there be before and after-school care? [Updated 7/29]
- JCPS has suspended after school programming until consistent face to face instruction in buildings resumes. More information will be sent to families at a later time regarding after school programming.
What if a student transfers from another district?
- All applicable laws regarding school enrollment will be followed, and student transfers will be processed when families move into Jackson County. Out-of-district transfers will be highly scrutinized by the superintendent prior to any enrollment approval.
Do we know anything about testing for 2020-2021?
- Currently, there are no plans to suspend testing for the 2020-2021 school year.
Will plans be reevaluated as the year progresses?
- This is a very fluid situation with constantly changing factors. The district will continuously reevaluate and adjust to best protect and serve the students, staff, and community.

How many children will be allowed into the classroom? [Updated 7/29]
- JCPS will follow all applicable laws regarding class size. In accordance with the new NCDHHS guidelines as of July 14, 2020, social distancing must be observed in all classrooms and additional school spaces. Classroom size will determine how many students may be in the room at one time.
How will social distancing work if elementary students come to school every day? [Updated 7/29]
- Under the new guidance from NCDHHS on July 14, 2020, all schools must maintain social distancing. No school will be able to have all students at school each day until the governor announces that schools may move to a "Plan A Minimum Social Distancing" model. Schools and teachers will do their best to ensure that proper procedures are in place for social distancing in accordance with NCDHHS guidelines. JCPS teachers will teach procedures for hand washing, maintaining distance, and minimizing the spread of germs to all students at the beginning of the school year.
What is the plan for band and choral programs? [Updated 7/29]
- Students in these classes will receive music instruction without the singing or playing wind instruments. The district will continue to monitor and assess according to guidance from health care professionals on how to support these programs while providing a safe environment.
What about students who are pulled out of the classroom for special services or one-on-one instruction? [Updated 7/29]
- JCPS will make every effort to ensure that all students receive instructional services as defined in his/her educational plan. In many cases, students who have been pulled out to receive services will have a teacher who comes into their classroom to provide these services for this year. We recognize in some cases, students may need services from providers outside of the classroom. For this situation, appropriate safety protocols will be observed including social distancing if small group instruction is planned.
What will happen to classes if a teacher has a fever in the morning?
- Every staff member will be screened prior to entering any school building. Any employee with a fever greater than 100.4 or symptoms of COVID-19 will return home to self-monitor. If the employee is a teacher, a substitute will be arranged.

Remote Learning

Will parents need to complete a form to request remote learning for students, and will requests be honored regardless of the reason? [Updated 7/29]
- Each school is reaching out to families to determine preferences for face-to-face or remote learning. Families have a choice, and all requests for remote learning will be honored. Families should notify their child's school of their preference by Friday, July 31.
Will there be a virtual/remote learning plan in place for kids who are immuno-compromised or have an immuno-compromised person in their household? [Updated 7/29]
- Yes. A totally virtual/remote option will be provided as a choice. Families are being contacted by school personnel regarding choices for their student(s) to attend face-to-face instruction in the fall or remote/online learning only. We recognize that many students are medically fragile or might have family members who are medically fragile. We are committed to working with our students on choosing the best option for our families. Additionally, we recognize that many parents may not feel comfortable sending their child to school in the fall, and we will provide remote/virtual options for those students. Families should commit to either total remote or blended face-to-face learning by July 31, 2020. If families choose the total remote learning option, we are asking families to commit to remaining remote through at least the first nine weeks of the school year.
Can families choose to do remote learning the first half of the year and then send students back to face-to-face school later? [Updated 7/29]
- Yes. Families are allowed to make the decision for their situation as appropriate. However, we encourage families to choose one option for at least the first nine weeks. If students begin the year remote only, they should plan to be remote for at least the first nine weeks and then consult their school principal if they wish to change to face-to-face.
What happens when remote students do not interact and join class?
- Teachers will use similar techniques that they would use for students not engaging in face-to-face learning. Students should understand that remote learning in fall 2020 will be different than remote learning they experienced last spring. Flexibility and grading will not be as lenient, and students will be held to the same standards as a face-to-face environment. Schools will work with students who have Internet connectivity issues, however Internet access should not be a barrier to participation.
How can I access my student's remote lessons if our Internet service does not support video streaming?
- JCPS is working to provide a remote download option for students. Parents/guardians will have the ability to drive up to a school, connect to the school Wi-Fi, and download all student materials for the week.

Communication

How will information be communicated to parents/guardians?
- The "Remind" app will be used for two-way communication between school and home via text, call, and messaging. Instructions will be sent to families at the beginning of the school year. Student contact information will be pulled directly from PowerSchool, so families should make sure their information is accurate by completing the student demographic form that will be sent home at the beginning of the school year.

Health & Safety

Will my child be required to wear a mask? [Updated 7/29]
- On school buses, all students are required to wear a mask. All adults and students MUST wear masks during school unless a medical exception applies.
Will students who are dropped off by car in the morning get a temperature check before the parent leaves?
- JCPS uses touchless thermometers and temperature scanners. Students who are dropped off by car will be screened upon entering the building. Students with a temperature greater than 100.4 or symptoms of COVID-19 will be isolated, and the parent will be contacted immediately.
Can students return to school with a negative COVID-19 test?
- Students with a negative COVID-19 test can return to school when they have felt well and had no fever (without the use of fever-reducing medicine) for at least 24 hours.
If a student is diagnosed with an illness other than COVID-19, can they return to school sooner?
- If a student has a confirmed diagnosis of an illness other than COVID-19 (e.g. stomach virus, ear infection, etc.), the student should follow normal school policies to return to school.
If a student has a positive COVID-19 test or does not feel well but has not been tested for COVID-19, when can they return to school?
- Students with a positive COVID-19 test and students who do not feel well but have not been tested for COVID-19 should remain at home for 10 days after the first symptoms, have no fever for three days (without the use of fever-reducing medicine), and have three days of symptom improvement (including cough and shortness of breath).
If one child within a family has a fever, are the child's siblings required to stay at home?
- No. If students do not have a fever greater than 100.4 or any other COVID-19 symptoms, they may come to school. All students will be screened prior to entering a school building each day.
If a teacher tests positive, will the parents be advised? Will the students in that class need to quarantine? [Updated 7/29]
- JCPS will have a parent/student contact at each school who in collaboration with the Jackson County Health Department will communicate with families when a potential or certain exposure to COVID-19 has occurred. If students are exposed by a staff member or a student, all students exposed will be quarantined for 14 days. Remote learning options will be available for students who are quarantining at home due to COVID-19 exposure.

Nutrition

Will meal delivery be an option for students on remote days? [Updated 7/29]
- JCPS is awaiting federal and state guidance for non-school site feeding during the upcoming school year. More information will be shared as it becomes available.
When will meal applications be available?
- The meal application form will be available for families to complete online by August 3. Families who believe they qualify for free or reduced-price meals need to complete the meal application.
Will P-EBT benefits be extended for students who participate in remote learning?
- As of July 21, the benefits have not been extended. If you have questions, call Laura Cabe at (828) 586-2311 ext. 1936.

GOOD NEWS:
The NC General Assembly passed HB 1023, Coronavirus Relief Fund/Additions & Revisions, which includes funding to eliminate the reduced-price lunch copay. This means any student who qualifies for a reduced-price lunch will receive free lunch! We are grateful to the General Assembly for providing this critical funding and we look forward to continuing to work with our members, partners, and legislative champions to ensure all students are fed.
